Well, I think that flirting with a colleague's client is like flirting with a good friend's husband.  It's a little bit tacky.  If they are buying in my farm where I mail to everyone, they will get my mailings, but I wouldn't go out of my way to bond with them.

I would provide them with an optin choice before I started emailing them anything. Maybe start with a " congratulations" post card with instrustions for optin. They could still be a client of their agent they used to buy involved with other real estate purchases. Also, first need to check to see if they are on do not call, mail, email list.

Yes, I would add them to my database and they would receive regular email notices and newsletters. 

They may forget the other agent long before the next transaction and you are more likely to get referrals if you are in contact.
